The streetcar has many local stops, while LRT runs express with fewer stops. Therefore, even if a streetcar has dedicated lanes, if it frequent stops it is still a streetcar.
It's the same way how a bus that stops every 200 metres is still a local bus, not express or BRT, even if travels in an exclusive bus lane.
Edit: So just because it's on rails doesn't make it rapid transit.
