Zoning Changes Sought For 15-Story Development on Jersey City’s West Side

A plan that would expand a Jersey City redevelopment zone to include a stretch just off John F. Kennedy Boulevard near the Hudson Bergen Light Rail could spark a revitalization that includes new green space and affordable housing in exchange for taller buildings.

On April 5, Jersey City Councilwoman Mira Prinz-Arey held a community meeting that saw members of city planning present modifications being sought to the Green Villa Redevelopment Plan. Per Hudson County View, the city council moved the effort forward back in February.

The modifications would expand the existing redevelopment plan to include the area abutting the Hudson Bergen Light Rail tracks consisting of properties along JFK Boulevard between Morton Place and Orient Avenue. The changes are being sought both to facilitate smaller projects and a larger development that could sport a tiered design and rise up to 15 floors with bonuses.

While the existing R-3 multi-family zoning in Zone A of the plan would be unchanged, the density allowances in the proposed changes would grow higher heading west. What would be known as Zone B would fall along the east side of JFK Boulevard and proposed changes would allow developments up to five stories in height to include a retail component.

A rendering of the proposed development was featured in the city’s presentation and shows greenery that would be accessible from Morten Place and Orient Avenue. Any development built as a result of the zoning changes would need to include a 10% affordable housing component per the plan modifications.

The changes to the Green Villa Redevelopment Plan are slated to be presented to the planning board on April 25. If the board signs off on the new regulations, the city council would then need to approve the new rules before they take effect.

A developer interested in revitalizing properties included in the plan would still need to submit a formal application to the planning board and gain approvals before any construction can begin.

55 Hudson will start construction next week. 1000 unit tower, with the shorter 50 Hudson part of phase II.

Looks great! On YIMBY, it was posted that the new application for a 40 story tower above Newport Path Station has been withdrawn but may be reintroduced down the line. ANY details?

Oddly enough, almost everything in the under construction section is still under construction. Many can be moved to "topped out" - Journal Squared III, 30 Park Lane North, Provost Square III, 425 Summit, Journal Square Urby, 262 Johnston Ave, 711 Montgomery St, 161 Van Wagenen and One Grove. 12-24 Brook St is probably topped out also but I haven't looked recently - it's certainly under construction.

For Approved section:
499-501 Summit Avenue is in excavation if not active construction.
2958 Kennedy Blvd recently demo-ed the Pep Boys on site but hasn't yet started
618 Pavonia is 33-35 Van Riepen, so you have this one twice. You also have 262 Johnson twice.
622 Summit is under construction
35-43 Cottage is doing test piling at least
1075 West Side Ave is apparently being demo-ed as well
96-110 Tonnele Ave was excavating last I checked, but could definitely be under construction now
305 Coles St was grading and applied for a permit, but I haven't checked recently enough
3085 JFK Blvd was at least under excavation (that was where the wall fell onto JFK Blvd). I'd assume they continued construction from there.

Proposed:
400-420 Marin Blvd (ShopRite) is under construction
55 Hudson was doing test piling and pulled permits

500 Summit



Looks like the owners of this site are in financial trouble, and are looking to offload this property. A good thing because it's been pending for like two decades now while Journal Squared, JSQ Urby and 499 Summit rise across the street.

One thing that stood out is the unit count is between 900 and 1000! The legal settlement capped the height at 42 floors, but it looks like they're really going to pack that density in, as they should as it's across the street from the JSQ PATH Station and Regional Transportation Hub.

Hopefully the new owners get to building. It must be absolutely insane how many people are moving to JSQ. As long as this Kennedy Fried Chicken doesn't get gentrified out.
