Because Brandt is getting in on a building that will be charged $1 a year leasing from the government in turn charging other tenants (taking up the rest of the building) at market level rates. Brandt is definitely getting a $1 a year lease. And “Wayne” is referencing Wayne Mantyka, the reporter linked in the video who has been with CTV news Regina since 1975.
