Municipal boundaries are arbitrary and they are the product of how political issues like amalgamation are dealt with in different jurisdictions.
Toronto CMA has 5,583,064 people in 7,125km^2
Chicago Urban Area has 9,104,000 people in 6,856km^2
As a sidenote, Toronto Urban Area has 5,132,794 in 1,749 km^2, which is very dense.
There are some differences in sources though.
Wikipedia's list of North American urban agglomerations puts Chicago at 8,814,000 presumably in a smaller area than mentioned above, and Toronto at 6,312,000.
It's pretty safe to conclude that Chicago is still bigger than Toronto, by a significant margin. Roughly, I'd say that in about the same contiguous urban area, Toronto has a bit more than 6 million people, while Chicago is either at or just below 9 million people. The difference is more than 2.5 million.
