The #1 rule is to be consistent, so readers understand what you're saying in real time. For the most clarity, I say always use these commas, which are often called terminal commas.

Why use two different separators that serve the same purpose?
I'll use the comma at times w/o the "and" but using both seems silly.

Clarity is more about consistency than the terminal commas. But the commas help as sentences get more complex. The first "and" in a sentence can be to connect one item, not separate two items. For example, "We're going to the movies, eating and drinking at the sushi place, and heading home."

If you write "we're going to the movies, eating and drinking at the sushi place," it's unclear where you're eating or whether you intended to say it was at the sushi place. Readers have to wonder whether you screwed it up. But add "and" before eating and it's clear. Or you can add the comma and it's clear that you're not specifying a location.

Most of the world's problems stem from the misconception that "and" should only appear once in a sentence.

Curiosity is gnawing...

so I'll take a stab at connecting some dots on 1250 Cherokee.

Integral does have a history of building mixed income and utilizing "low-income housing tax credit equity funds" in residential. I can't find any high rise style projects... except they do have a photo of one on their site w/o identifying it. Beck Group has a fairly storied history of involvement in many types of development but not residential, though that doesn't mean they've never done any.

Chances are they heard a rumor that apartments were "hot" and especially urban high rise projects. Chances are that Integral being from Atlanta is familiar with Novare Group and their SkyHouse series that they've built repeatedly in various cities.

Therefor it stands to reason that they have designed their own upscale, sustainable apartment concept which they will call "Aviva" and intend/hope to also repeat in different cities. Furthermore it appears that Aviva Cherokee will be their virgin project.

I suppose maybe this is the same project, because both are going by the same project name "One Belleview Station." However, the link that DownhomeDenver posted still shows the old rendering and states that the project location is "NE Corner East Union Avenue and Newport Way." The project that Cirrus posted is pretty clearly at the corner of Belleview and Quebec (just look at the site plan). They do have a VERY similar design, so it does seem like the same project, except maybe that the site was moved.

One peculiar thing though is that the site you linked to is copyrighted 2014, and the one Cirrus posted is copyrighted 2013, so do we even know which one of these is the most current? Both websites appear to be online simultaneously, www.onebelleviewstation.com and http://www.primew.com/one-belleview-station.php, so it's a bit hard to tell which is the real proposal.
