I meant to say something a week ago or so, but the lift is back, and a bunch of windows on the first and second floors have been replaced with plywood. They did this at the start of the 3rd floor process too. From how it seemed to go, they keep the windows/new frame inside, move them onto the lift, remove the window/frames and replace them with the new.

Yes, in fact there is an architectural restoration report filed with the City Council minutes of Jan. 26, 2015 with lots of detail on the windows. They are all being restored to close to original. The ground floor windows will be substantially different than current. They will included an interesting and unusual leaded glass transom. The page of the report describing this in detail is missing.
