It's an abandoned (boarded up, full of graffiti, broken windows abandoned) former nurses' residence. Part of the property is still used as a parking lot but the province owns the land so the city can't do anything with it.

Mmm that's a shame. It looks much taller from a distance. I guess it's part of that St. John's hill effect.
