I'm not yet convinced it's a permanent element of the structure. None of the renders of the building suggested any cantilevered section, and that frame appears to be resting on a pair of steel I beams above the exterior construction elevator. Assuming it's being built to the plans, the top floor of the building has amenity space, rather than apartments.
The only other thing it might relate to is a DP approval note "Considerations should be given to subtle but distinctive feature lighting of upper levels of the building to provide visual interest on the skyline when viewed from the multiple aspects"
