We already have open skies agreements with Europe and the US.
Any European carrier is allowed to operate between Calgary (or any other city with customs) and any point in Europe. Any US carrier is allowed the same between Canada and the US.
Between Flair, Porter, and a host of others there is no shortage of domestic airlines that are free to operate in Canada.

They have RBC branded cards. WestJet points, free baggage, second companion ticket depening on the flavour of the card.
