^ I've never seen that before. The usual discussion is whether excavation of the U/G is construction, but not the construction of the below grade levels of the building itself.

In fairness they don't track construction buildings, but \housing units, most of which are not under ground. We are tracking construction of the building itself, not just the housing units, so U/G is definitely U/C!
