Probably just clearing what's encroaching towards the highway, I also noticed some cleaning around the Grandview interchange. If it was east of Kensington it could be for the pedestrian overpass but there's nothing happening west to Willingdon.
Were big trees actually removed or just bush clearing? Could be removing the older trees to be proactive, those deciduous trees only live 50-60 years. There's a lot of Himalayan Blackberry and English Ivy, invasive species, there as well.
They had planted trees around the interchange with the highway project but the blackberries found their way back.
