its not "whatever reason" there is a HUGE reason why.

they are MUCH more expensive to build. i have dealt with the CoV restoration fees, and concrete roads are the worst. they're insanely expensive. and unlike asphalt, you cannot just patch them. you need to make sure all the cuts are clean and at proper angles. so you end up paying for that. also, if you cut off too little, you have to replace the entire pad. you MIGHT be able to get away with only 1/2 the pad, but unlikely. so when it comes to utilities, they're a PITA to deal with.
really, it comes down to the cost to install, and then the cost to replace & patch when they are dug up. you will find way more conc. roads on the west side since prior to amalgamation the Municipality of Point Grey did mostly conc. roads.
a lot of the time you can tell where the old conc. roads were by looking at the asphalt cracks. if it looks like a grid, and the curb is shorter than normal. that is generally indicative of an asphalt overlay being done at some point. I have done this for my projects before, as it was cheaper to overlay the the entire road with asphalt than to repair 1/3 of it with conc.
