The remaining non-LRT cities from our biggest 20 CMAs should all be planning for it within the next 30 years (or the provinces should be planning it for them). Niagara Region, Windsor, Oshawa, Victoria, Saskatoon, Regina, Sherbrooke, Kelowna, and all mentioned above are all growing, albeit at varying rates. Many of these cities are mid-sized today, but all will be much larger, with many likely evolving into new major regional centres in the next 30 years.
A few of these have dipped their toes into RT planning - Victoria was planning for LRT a few years ago until the province decided to cancel the project due to Victoria being too small. Now planning is being undertaken for BRT and a commuter rail service. Saskatoon is actively planning a major BRT network. Windsor was also planning potential BRT corridors before the Financial Crisis.
