He's talking about the possibility of using the movable centre line barriers as is done on the Alex Fraser bridge. On the bridge they always stay between opposing lanes, but there would be two separate tunnels for the opposing lanes under the Fraser- therefore when there is no counterflow in effect you'd have to store the barriers at one side of the tunnel, as Tvisforme suggested.
But that would mean two sets of barriers, one for each tunnel (assuming you want morning and evening counterflow), and two barrier crawler vehicles to reconfigure them.
