This has lead to AC either cutting flights or upgaging to mainline aircraft and cutting frequencies. Of course mainline aircraft are a finite resource as well so any time a route is upgaged to mainline to cover the Jazz shortfall, another route in the system, such as YYC transborder, has to take the hit. Obviously there are many on here that have access to the info that could support or dismiss this idea but anecdotally it could explain a lot of the last minute changes we are seeing for this winter.

You have a point, WS and others have also made a few last minute changes as well. We're still in a sort of transitional phase so I think we'll have to wait until next summer's schedule is released to be able to see if these cuts are permanent or if they're triage like you said.
I wouldn't be surprised with either one, but I'm leaning more towards the triage idea. Compared to 2019 there isn't much more capacity added by WS on these routes (probably less), and we saw this summer that there was a lot of chaos when capacity was added too quickly. Add in the fact that it's winter, plus the fact that these changes were made with very little notice, and I think we're seeing mostly temporarily cuts.
By the way YQU was further reduced to 1x daily and so was YQR. And YCD is temporarily reduced to 4x weekly. (All only in December)
