I know for myself, I'm pretty "tongue in cheek" with the majority of my own posts, and don't get too invested. I doubt that too many other "Easterners' do either like you alluded to.

From what I recall it first surfaced during the Meech Lake debate in the early 90s. I was in university in Ontario at the time.

Almost certain it originated in Quebec, probably with its politicians referring to "le reste du Canada", translated to "the rest of Canada" which in turn became "the ROC".

I would say I learned ROC from SSP. However, I live in the ROC so it makes some sense SSP is first place i learned it. Why would anyone say ROC in the ROC?
