Completing the 640 and 440 is not so much about cross country traffic, as it is about giving people living in Blainville/Boisbriand and further north the option to head westbound without going all the way down to central Montreal. And vice versa, obviously.
It's ridiculous that your only options now are a dinky bridge in Grenville, a ferry in Oka or driving all the way down to Montreal before heading west.

Less controversial, sure, but both those scenarios you suggest would be less useful as well.
