"The biggest change, apart from the new metal panel and curtain-wall cladding, is the top of the tower, where a new restaurant bar and lounge is proposed with 'a dramatic cantilevered canopy will provide protection from the elements, conceal mechanical equipment and serve as the architectural crown of the tower'."

Not sure of these DP drawings are the final design, but this generic metal canopy and bland storefront glazing does not to connote an "dramatic architectural crown" to the top of this building

Agreed.
And the cladding up there is "metal panel".

This pic shows the former window washing track.
Guess they'll have a long arm BMU to reach over the restaurant patio or guys on ropes from now on.

These are the final designs, unless the City requires any changes, which seems unlikely. You're conflating two elements of the architect's statement quoted. The cantilevered canopy is, they suggest, dramatic. That's debatable, but it's certainly part of the redesigned crown, which will be an improvement on the existing setup (and give officedweller something to look at, it would seem). They don't say the crown itself will be dramatic.

Did some digging of the plans on Shape Your City and they indicate a bar and restaurant on the second level, large gym and spa on the third level, an expanded pool deck with service space on the fourth level, and the already mentioned rooftop bar.
W Hotels new direction is to include a health food cafe, a destination bar and restaurant, a rooftop bar, a signature spa and large gym.
Upcoming W Hotels worldwide will average 220 rooms, but in NA they will average 253 rooms.
Upcoming Ritz-Carlton Hotels worldwide will average 186 rooms, but with no mention of NA.
The new hotel will have just under 260 rooms.

It's just a DP level drawing to show intent, not final finishes. The final finishes are still in development and will be in line with a 5 star hotel's F&B outlet.

The crooked roofline is an existing condition so the I guess the UDP did not see any reason to comment. The roof on the north podium needs to step up to meet the higher roof of the existing ballroom.

When I noticed the Urban Design Panel’s agenda included the renovation of the former Four Seasons Hotel, I was puzzled to say the least. What benefit could this in-depth review possibly serve for a structure that has been part of our city’s urban fabric for 45 years? I better understood city staff’s reasoning after they explained this significant change to a high-profile location in our Downtown Core justified this process, though I still thought this was a waste of time.

I probably wasn’t alone in that sentiment, as the chair of this virtual session might have preferred to be resting since they were sick with Covid-19. I would like to think that if they were healthy, they would have caught the glaring error that doomed this event from the start, but then again, nobody else did either. Instead I was left to pointlessly yell at my computer monitor as this near hour-long train wreck unfurled.
