CoV lost tons on the first Olympic Village, so that has scared them away from doing phase 2. also, CoV does not like to sell property they own, they hoard it. look at all the properties they own around the city; from SFH to Co-Op to random empty land.

also, who says new City Hall will be by Broadway/Cambie? Maybe they want to move it somewhere else. a waterfront City Hall could be nice after all.

i think it was a missed opportunity for CoV to not pay for the rights to call it "Olympic Village" hence why it is only called "The Village." TransLink/Canada-Line paid for it though.
