It's not going to happen, but I would build to the maximum FSR that is practically feasible for a given site. That would mean greater heights, but that's a small price to pay to transform the DTES, which is our most historic neighbourhood, into a functional, normal neighbourhood. We have to get as many working people in there as we can. And do it fast.
