Empathy won't make homelessness and drug addiction go away, and certainly won't help the people affected. Perhaps some law and order will, and because they will help push many to become better people. At least in your building, strata or management can fine those who are a*holes. The street versions can do what they want without facing penalties, at least increasingly so. Perhaps one should instead be more empathetic to those hardworking, law-abiding, tax-paying residents who simply have had enough of the BS.
