The Bears play 10 games a year at Soldier Field, they can certainly fill those dates. The stadium could host big CPS, Chicago Catholic League, or state playoff/championship football games. They can have concerts, monster trucks, city events, college football, lacrosse, international soccer, college or NHL hockey, rodeos, etc.
In addition, today there's a bunch of restrictions on what they can have at the stadium during football season. For example, the Fire can't play at SF within 5 days of a Bears' home game. Maybe we can tear down the parking lot next door (since we don't need it for tailgating) and improve the park. That would likely benefit more people than 10 Bears games.
