Interestingly there were were a couple of arena proposals for the Convention Centre site. First the Manitoba Gardens concept that you referenced from back in 1990 (although with the state of the office market in the early 90s it's hard to imagine that much if any of that office space would have ever actually materialized... even the Air Canada Centre in Toronto only included a little stump of an office building when it opened in 1999 whereas it would have probably been 40+ storeys tall if built more recently pre-pandemic).
Second of course was the True North Centre proposal which was originally supposed to go by the RBCCC before it was steered over to Portage Ave and ultimately built. I vaguely recall seeing renderings at the time (maybe around 1999?) of the 12,000 seat arena TNSE wanted to build there, but it didn't take long before focus shifted north and the proposed arena was enlarged.
