the rule I thought was "pouring concrete" which is being done for the piles they have driven for the decking installation. IMO its U\C anything else is lunacy.

Was there ever a claim there would be no traffic and business impact? I believe the goal was to mitigate the impact that would undoubtedly occur...

Hopefully the decking is completed by the end of this year and most of the work will continue underground from that point forward.

It might be hard to see but there is access to these businesses along the north side of Broadway. The sidewalk is still open but with just enough space for two people to pass.

Similar thing with the businesses just to the west of the Lee Building on Main.
