I think it would have to try twice as hard as Edmonton.
I walked in Winnipeg on google maps, and 90% of downtown core is a ghetto.
Exchange district is a very cool place. Nothing like that in Edmonton. But that's nearly not enough to make the city vibrant.
I am not sure what aesthetics you are talking about in Winnipeg lol
