That's shocking

Sqft isn't much better than actual social housing. It's even got the same ship container modular build. What a devastating housing market to be in.

This wasn’t an easy Urban Design Panel meeting to recap, as the vote was one of the weirdest I’ve ever seen, included over five recommendations, and this project’s history dates back to the Infinity War. Then again, it’s not often a proponent rescinds city council’s permission to build an 11 floor, 3.59 FSR building that offered a mix of 72 rental and 62 strata homes. Instead, they’ve opted to pursue something the Grandview Woodland Community Plan seems to discourage.

Given the low vacancy rate in Vancouver, I’m not sure why that vision limits 100% rental buildings to roughly half the height, and 20% less density than their mixed-use counterparts. Naturally, as only two homes have been eliminated, the remainder are smaller, meaning this is likely only feasible as the amount of underground parking has been reduced, saving over $60,000 per stall. Unfortunately, the problems of the past resurfaced, and were perhaps made worse by these choices.

To say this simple six floor rental building has undergone a long journey would be an understatement, as its first Urban Design Panel review was in April of 2018. Considering it met a warm reception from both those volunteers, and an apparently disinterested community, I was surprised when it languished for months without activity. When it returned last summer, our world had changed beyond our imagination, and it too had lost its once warm tones, and expanded in size.

I assume those updates triggered this second review, and since I always supported this proposal more than Darren, we agreed I should be the one to summarize it. Granted, I thought this would be an easy assignment, as even the panel’s prior request for Vancouver’s engineering department to close East 15th Avenue to create a public plaza had been met. That said, by the end of this meeting, these individuals had drafted an even longer list of demands.

From the moment Hannah and I first saw this proposal we wondered why it had basically been split into two buildings, when unifying them seemed so much simpler, and efficient. Thanks to city council that’s now become a reality, as their approval of this application’s general shape came with a condition to move it further away from the nearby single-family homes (pg 20 1.2). That decision forced several of these homes closer to Broadway, and also necessitated this Urban Design Panel review.

It’s start was significantly delayed due to technical difficulties, which the applicant brushed-off, noting what was a few more minutes when they’ve been at this for three years? Over that time I’ve watched many faces come and go from this body, and this meeting brought a handful of new members to join those I’ve grown accustom to. Certainly change can be refreshing, and this group acknowledged most of the ones made here, despite needing some work, were for the better.

LOL showing how little you know. It’s been open throughout the pandemic with private showings and takeout popcorn. Of course the area doesn’t have the squads of screaming junkies that give downtown such animation.

i thought it was still open. i haven't been since the pandemic, but i know it was open before it.

Its still open, and is surrounded by new development. Maintaining arts venues is more important for that neighbourhood than another new building with a London Drugs. A neighbourhood of just condos and pharmacies, without entertainment? What sort of deprived neighbourhoods do you aspire to live in?

Despite having attended its previous Urban Design Panel meeting, I barely recognized this application when it returned for further examination. Obviously, I knew it was located only a couple blocks east of the Commercial-Broadway SkyTrain station, as that’s one of the few areas where the Grandview-Woodland Community Plan that allows up to six floors (pg 10). A quick Google search confirmed my assumption, and helped me remember this project once had a more colourful, and unique look, which had been stripped away.

That direction came from their prior review, and like normal city council obeyed it, including it as conditions for their approval of this application’s general shape and massing. Now the panel was asked if our elected officials had satisfied their requested re-submission by enforcing this wedding cake form. Most appreciated these revisions, and the set-backs they created, yet others complained this architecture was overly symmetrical, and continued to question whether it was detailed enough to belong near single-family homes.
