Even if what you say is true, a good City will push the owner to get things done right, or fines would be meted out. Obviously the City is not up to the mark: not even close, and we can always count on you to defend them.
However, those concrete blocks are definitely part of the work on the plaza, and they just leave them half-done. That's the true legacy of what Vancouver has become.

I am also sorry to say, but the amount of stuff on the VAG stairs is starting to look like a garbage dump from afar. I wonder which city department will ever dare to remove any of it, so we might be stuck with a permanent installation of random junk.
