It just looks like a metal sculpture:

I don;t think they've been there for a while.
My guess is that it's a climbing risk.

Yes, I find the bare stairway podiums sort of 'incomplete' and 'raw.' Not necessarily lions, but the 'lanterns' or perhaps an elegant designed glass or metal structure each side would do it.

Even the roofs looked so much better back then. Now the east side of the Art Gallery has an extremely ugly permanent tarped tent.

While walking through Robson Square today and having Apple Stores on the brain, I remembered visiting the Milan Apple Store. Like UBC, it sits below grade and you can enter though a glass cube or down some exterior steps. I then also remembered seeing a proposal for a new UBC entry where the stainless steel UBC sign now sits, but I can't remember where I saw it, or what ever became of it?

I remember visiting Milan years back, and the whole vibe of the city exudes elegance. I was never in the Apple sore there, but it and the mall it is located in is in keeping with Milanese design elegance. We are lucky to have Robson Square, and could take it and the whole of central downtown even further in design by studying what they have done, and are still doing in Milan.

Yeah that was it, it was the glass cube that I remember being similar to Milan where it takes you down one level.

Nope. I just go through occasionally but I haven't seen any difference since they opened it up about 16 weeks ago...

They just leave it in a mess for months.... that's how a run-down city manages things.

Note the heights of the weeds in it. Sooner or later those "weeds' would turn into mature trees.

Do you know for certain that's part of the plaza, and not part of the Courts landscaping? In which case it's the Province's project. And you remember how long their contract took to replace the membranes underneath their paving.
