Expo Line - Surrey Langley Extension: Planning & Pre-Construction

I was reading up about the evergreen line, it started construction in 2013 and opened in 2016, so just in 3 years and that included a tunnel. So 4 years is doable.

Now I am a little confused as per reading facebook comments, if started in 2022 or later in 2021 would mean 2026 is a possible up and running date? for the complete line to Langley? is it going to be built all in one go or in two phases? People on Facebook are saying it won't be done till 2035 and that 1.3 billion won't be coming until after Trudeau wins the next election.
