I suppose it depends how far above the penthouse it is.
The first render show the terrace 2 levels above the highest condo, whereas the second render shows it one floor above the highest condo (on a shared mechanical floor?)

Which is why I'm not entirely convinced it's all mechanical.
The top two levels might be mechanical penthouse but the one just below them, on the same level as that balcony space I would wager is a common rooftop Amenity space.
The balconies on the north and (at least by this render) east sides don't make any sense to me at all, if those aren't residential units. Especially if those are the same level as what would be the mechanical space..
The older render with the frosted-ish panels seems to suggest mechanical penthouse with (possibly?) a lantern/lighthouse lighting feature.
But yeah, the more recent one with the balconies shown going all the way to the top level with no mechanical penthouse is a bit puzzling unless the configuration is that the mechanical is only in the central part of those two upper floors while the side portions are extensions of the penthouse units.
But even that would be a weird configuration given all the vibrations one would expect from a mechanical level.
But the one thing for certain is that you certainly wouldn't waste the money for balconies on a purely mechanical penthouse floor.
