By the same token, did people in Bordeaux get angry when Paris-Lyon HSR was originally built or did they accept that this was simply a fact of life... that the largest, most densely populated cities were going to receive these services first?

I don't disagree with you but this sort of argument happens all the time. HS2 in the UK has all sorts of debate over not building it the way it is, instead building it from north down, or improving local routes instead etc. But all it achieves is delaying the subject project.
As long as a similar proportion of funds is spent in the other provinces on infrastructure (likely not rail) I don't see why it being built in Ontario should be the biggest problem. I doubt many people would even pay much attention, it's not like anyone is talking about the billions of federal funds being invested in transport in Toronto.
