It would make a huge difference if the retail units had an opaque surface that you can paint on, as opposed to glass. If the tenant has the opportunity to custom design their facade, you would attract a much wider range of businesses, and it makes the pedestrian realm a lot more colourful and interesting.
Instead, you get a clustering effect of dull businesses like banks, insurance offices, and fast food chains, and you are left with a dead zone. A far better situation is getting a clustering effect of lively restaurants/bars that keep the sidewalks active after office hours.
There is a disturbing amount of seafoam green glass at that intersection.
