The airports pay rent. Hundreds of millions annually. The whole aviation sector pays numerous fees. Canada is not the US, where governments actually put in billions into airports. This is not the case here. Which is partly why governments in Canada, are so reluctant to fund a competing rail line. They would be subsidizing a competitor to a profitable revenue generating business.
Note that I fully agree that we should be substantially reducing short-haul flying. Just think it's not helpful when people don't understand that talking points from the US don't apply in Canada.
