It’s funny you mention that, I’ve been increasingly sceptical the last few weeks this would hit 28 floors. As you mention, the concrete is finished differently at the top floor, no rebar extensions for the next column. The formwork is stripped, but does not appear to be setup for the next floor slab. In fact, I think the formwork has started showing up at Grandhaven III, the developers next building. My understanding is this developer self performs their work, as in manages the trades, which is t too uncommon,however, in this case they own the crane and formwork. Grandhaven III is coming out of the ground which is when you’d typically see a crane and modular forms used.
The crane placement was also not terribly conducive for a height extension. It is fairly far from the building for lateral bracing, something you’d need when it grows higher. So this may have been the plan from the start.
Another explanation could be switching to steel (unlikely) or a set back we can’t see. But I tend to agree, I think it is done.
