Not being compassionate means the courts will toss out any regulations on constitutional grounds.
The PMO's office doesn't want to get pwned in court by the libertarians.
Finally, Legault in QC and Ford in ON have piled on and asked for interprovincial barriers. The purpose of Confederation was to allow for the free movement of people and goods across the country.

I can't see outbound travel being completely banned, but possibly they could go the Australia route and have a mandatory quarantine at the port of entry hotel at the traveler's expense. This would kill any non-essential travel.
Additionally, because they haven't really defined what they consider to be 'essential' its fairly easy for me to say a trip to Mexico is 'essential' to my mental health.
Maybe their slowly ironing out this plan to avoid the messy roll out of the 72 hour testing requirement.
I saw BC also looked into restricting interprovincial travel too, but stated they couldn't legally do it, even though the maritime provinces already did.
