Or install a construction elevator on the Howe side?
Could just be a temporary emergency exit stair if they are doing work in the internal stairs
for either reconstruction or as a corridor for new pipes, etc.
I think TD Tower has some pipes in the emergency stairwells.

I expect it'll be steel frame and will go up quickly.
They have started to to rip out the wall along that section of the Four Seasons that they erected the scaffolding. I guess they'll do that on every floor.
I've realized I was likely being too optimistic with the idea that the rooftop bar would go on the hotel penthouse. My guess now is that the rooftop bar will go above the mall level, between the tower and future Apple Store, so that it will be on the same level as the fitness facilities. This seems likely as W Hotels likes to keep as much public space together on one floor.
LeftCoaster knows, and is being very guarded. Everybody else seems to be guessing, although C3YVR seems very sure it'll be a W Hotel. I'm not aware of any renders or permits, which suggests it's relatively superficial. (There will be permits, but they weren't advertised, so they weren't considered to be so significant that they required public consultation or Urban Design Panel input). That suggests a re-skin at most, rather than any structural reconfiguration.
Leftcoaster said there'd be a lot more scaffolding, so I guess all of the concrete cladding will be coming down.
It is odd, how the UDP nitpicks so much about appearance in the first instance, but when it comes down to meeting requirements for renovations, all of that doesn't meet the significance threshold (ie is not material or not within jurisdiction?)
A coworker thought she heard (last year) that the renovated tower may have both office and hotel space.
I would assume that's only possible if the existing zoning allows both uses under "commercial" use.

Some articles last year mentioned additional retail/office but that seems doubtful except for maybe some more retail if the hotel doesn't need all their space.
It would be a lot of rooms it it all returned to hotel use.
Update by me just now.
Curious why the cuts are where they are - maybe just the width of the scaffolding.
So probably not a lot more scaffolding being used - just that the same set will be erected and removed multiple times (?)

They'd need to rezone if they change the floorplates.
I doubt they could even fill in the "V"s created by the bay windows.
... and a rezoning could trigger a seismic upgrade.
My guess is just new curtain wall cladding.
To remain relevent you always need to innovate. With the future of retail being tested I would think a retail landlord would be thinking to the high street retail challenge that Oakridge will be providing in the coming years. I would hope Pacific Centre would like to grab any high street retail they could get, and having street front access on Howe could provide that opportunity. For example, I've heard Gucci is opening a much larger store next year, and with prime downtown space being limited, maybe or maybe not?
