If that is your view, then that is fine, as long as you are looking at the actual costs.

I do agree would be good to see the how transit usage will look when things return to a new normal after COVID. Having said that, it would be a shame to miss the opportunity to receive post COVID stimulus money.

I suspect the issue is that with more and more cities building LRT systems, the cost is going up as it is difficult to hire the talent needed.
