i think you're missing the point...
the product being sold is not free parking.
the product being sold is the new - albeit not the first new - location for edmonton's downtown farmer's market:

for those who have not been to the new location and are not within easy walking distance even when the weather is reasonably nice, the free parking is the "try us, you'll like us" teaser letting everyone know (a) it's easy to give us a try and (b) it's free to give us a try.
i'm not sure why anyone would find that offensive - it's not trying to convince anyone who could walk to drive instead. it's trying to let those who need to drive - whether it's to the al fresco market on 104 street or the 124 street market or st. albert's market - that the edmonton downtown market is worth a visit and wants your business and is prepared to work hard to earn it while making it easy for you.
