When a municipal council acts through bylaw the Municipal Act sets out a specific procedure: the bylaw must receive three readings with at least a one day breather, and then a formal adoption. So, 3rd reading is essentially the last chance for raising objections or issues, but by that point approval is highly likely (say 85%). After 3rd third reading, it is basically a done deal (say 95%). The last step, council's formal adoption of the bylaw, is as close to 'rubber stamp' time as you get.
(The procedural guide in Canada and other English countries is a publication called "Robert's Rules of Order." Often, a municipality will adopt some version of these through a 'procedural bylaw' to govern their own council operations. This is an interesting book to at least browse through.)
