Really? Saskatoon is larger than Regina, it hosts pretty much every major concert tour that stops in the province, and pre-Covid 19, it's airport accepted way more international flights than Regina's did. Saskatoon is easily much more attractive a city (yes beauty is in the eye of the beholder, but I am certain most people with out a personal stake in the argument would agree with me). It's more walkable, has a younger demographic with arguably a much better arts and culture scene.
Regina, on the other hand, is basically a regional agricultural centre on steroids, artificially inflated in size by the presence of the provincial government and the associated crown corporation head offices. It's only significant attractions are the RCMP training depot and the football team; everything else Regina has can be found practically anywhere else, but in larger and better incarnations.
Aesthetically Regina is just kind of "meh". It is the only capital city in the country not based on a major waterway; river, lake or ocean (no, I'm sorry, but Wascana Creek is NOT a major waterway), and Wascana Lake, while nice enough for a man-made lake surrounded by green space, is hardly a breath-taking beauty spot. It has a few nice older buildings, a few nice restaurants, and I'm guessing if one enjoys getting drunk on weekend, a nice selection of bars to do it in (I am passed that phase of my life, so I can't really comment). Otherwise, as I said...."meh".
Historically there is really not much reason for Regina to exist. It's presence as the provincial capital was mandated by a federal government that demanded the capital be placed somewhere on the national rail line. Having some surface water in Wascana Creek, "Pile O' Bones" was selected over the original choice, Battleford. Without federal government interference, Regina would probably still have grown into a regional hub, but probably more along the lines of Brandon or Medicine Hat.
I find the suggestion that Saskatoon somehow feels inferior to Regina to be a typically "Regina" attitude. I have honestly NEVER heard "Reginians" mention any other city, town or village without disparaging it in some way. Everywhere else is too large, too small, too noisy, too humid, too cold, too dry, too much crime, not enough crime, and so on and so on. Add to this Regina's seemingly endless penchant for groundless boasting, and one can't help but conclude it's Regina that has, at it's core, a self-image problem. It's the classic little guy who tries to tear down others to make himself feel big. If there's a "hate" on for Regina from Saskatoon, I suspect it's based I fatigue of listening to the "little guy's" endless squawking.
