It's like more a product of handing this off to a P3 with an almost completely open book on their ability and timeline to execute in the effort to secure low pricing.
The more constraints on a contracting entity the high the price, generally.
I think it would have been well worth the higher price to have 102ave completed in as rapid succession as possible instead of dragging on like an open wound. It is frustrating to watch. Heck, I would have been on board with the City incentivizing them through a change order to get moving and get done...
