Windsor should definitely be amalgamated with its immediate contiguous suburbs of LaSalle, Tecumseh and the western half of Lakeshore.

London actually wasn't part of the Mike Harris merger-mania of the late 90's. We did our annexation under Bob Rae in the early 90's.
