As of right now, there is not a lot of difference between the 2 cities. The combined area of the Beltline and Downtown Calgary - 4.7 sq km's - 43 000 pop. Oliver and Downtown Edmonton = 4 sq km's - 32 000 pop.
Adjust the smaller Edmonton sample size up to the larger Calgary area, and take population density into account, Edmonton would be at around 38 000 people over 4.7 sq km's.

BOW - once home to over 4000 workers between EnCana and Cenovus - will only have approx. 1300 workers once EnCana downsizes from 1100 to only 300 (field office) workers. Even though Suttles said there wouldn't - I've heard from within.
Brookfield - Cenovus has taken ZERO square footage from that building. 4 floors occupied?
BP Tower - British Petroleum - literally has 13 workers in their own building, NOT joking.
Devon Tower - the remaining 250 Devon/CNRL employees - transfer to CNRL Bankers Hall(s) spaces. Building will be empty.

That is bleak news. Downtown residential development is largely driven by office activity, so I would imagine there would be quite a slowdown there.
It seems Edmonton and Calgary walk hand in hand, as they always have.
