So what does that mean now for the potential of this happening in this cycle? Shovels haven't been stuck in the ground yet. I'm sure there's a designed "Plan B" already drawn up, with full costings and station locations planned out. But without federal money, then UBC, the CoV and the Provincial Government aren't going to chip in (because the defecit would be too great without a Federal contribution).
Do we have to finally resign ourselves to the extension ending at Arbutus (at least, for our lifetimes)?

There's definitely no "full costings and station locations planned out." I believe it is still in the preliminary planning stage..
and I doubt you'll see any funding announced towards it in this cycle. The first priority is receiving funding for Phase 3 of the 10-year plan (which includes the full extension to Langley)
Once that happens, then the conversation can shift into high gear for UBC. But I imagine the mayors council will need to decide how to pay for their share again, so the biggest hold-up could actually be on the regional end again
(at least that is my current understanding of the situation)
