Aside from there being a hill in the middle there's also a dropoff on the other side down to the water, and the park area is on a plateau.

You can clearly see some gaps in the tall buildings on the far side that are meant to preserve certain views from the Citadel.

The park-like area is common land and the definition was stretched to include developments like hospitals or the old CBC studios. This land wasn't always used in a very economical way (because it was "free" for government use); a lot of these buildings are weirdly small or spread out. Then you get to the end of the Commons and there are more highrises. The grass field in the lower right used to be a high school but soon it'll be a hospital.

I don't understand the height restrictions in this case. Why does anybody need to see Mont Royal from that one angle? I can understand protecting the mountain overall but view cones have never really made any sense to me. So long as the majority of a skyline isn't blocking something then I don't see what difference it makes if you can see the top of a mountain or not.

Montreal has always been wary-to-hostile regarding skyscrapers, and the mountain is largely an excuse.

The look and feel of the 19th-century city, where a carpet of buildings sloped and crawled from hill to harbour, is long gone. The height limit would have needed to be set at 15 storeys to keep that. Now the string of high-rises from Victoria Square west along R-L conceals the true effect of the mountain on the city entirely. One cannot see over the towers from the belvedere, either. So Montreal has all of the ill-effects of a skyscraper city with none of the visual drama.

Montreal is a very well-planned city, probably the most well-planned city in Canada. So it would go against the culture and a strong historical track record to just lift it.

I think there could be a select few parcels where the urban plan allows for significantly higher buildings, though. Perhaps in area that roughly stretches from Peel/St. Antoine to Victoria Square.

I also think a Yorkville-type node around Atwater Station could work, with heights up to 200m.

The partnership building the REM will certainly be building higher densities around the stations. What are the chances for skyscrapers around those? (Some could be in flight paths)

There is a river (rivière) called Rivière-des-Prairies. between Laval and the North Shore.

Wow!..At first glance, that angle really makes Montreal look like it could be a Prairie city..If I didn't know any better, and from a quick glance, I would of thought it was Regina or Calgary.
