Quebec reviews new flood zone maps after criticism they make no sense

Politicians, developers say maps would cover properties that never flood

The Quebec government says it will review its proposed flood zone maps after opposition from municipalities and developers that they would put too much land under a moratorium on construction.

The maps illustrate areas at risk of flooding in a "special intervention zone," where construction and rebuilding would be paused.

In Fort-Coulonge, Que., west of Shawville, the mayor said the proposed map for their area would effectively "shut down the village."

Mayor Gaston Allard said it includes 200 residences in the 0-20 year flood zone in the community of 1,500 people.

"It makes no sense," Allard said in French in an interview with Radio-Canada's Les Matins d'ici radio show Thursday morning.

He said 98 homes in the municipality were evacuated during this spring's flood and not all of them were damaged.

"The cartographer should've been fired on the spot," he added.

Late Thursday, Quebec's Ministry of Municipal Affairs and Housing put up a statement on its website saying the flood zone maps will be adjusted "to better reflect reality."

'Valid' projects at risk
Gatineau Mayor Maxime Pedneaud-Jobin said the proposed flood map for the area includes sections that hadn't been affected by flooding in 2017 or 2019.

"They must act quickly because if the map stays as it is, or if it's not perfect, it will be very difficult to change it afterwards," Pedneaud-Jobin said.

"Some huge development projects that are absolutely valid far from the flooding zone would be stopped if they don't change."

The mayor said millions of dollars worth of projects could be delayed by the moratorium, and that the city has sent its own maps to improve the province's plan.

Downtown condos included
Among those projects potentially affected is the Viu 2 condo development near the Macdonald-Cartier Bridge in downtown Hull.

The moratorium and the uncertainty around the flood maps could lead to summer construction delays, putting millions of dollars at risk, according to Charles Masse, vice-president of development and operations for the Heafy Group.

"The government has to correct it right now," Masse said.

"We're more than seven metres [up from the water] … if the Viu 1 or 2 is flooded I think all of the island of Hull will be flooded."

Jeff Westeinde, president of Zibi, said the development on the Chaudière Falls is being built with a mind to a once-in-a-1,000-year flood.

However, it's still in the red zone of the map that would pause development.

"The line that they've proposed makes no sense," Westeinde said.

"The line goes up and down by six and seven metres. Everyone knows that water flows at the same elevation. You don't get rising water by six or seven metres."

Government had to act, minister says
Minister for the Outaouais Mathieu Lacombe said the government had to move quickly to prevent a rush to get development permits or people beginning to build in areas that would be covered by the moratorium.

Pontiac Liberal MNA André Fortin wants the government to hold another round of consultation on the new maps.

"If it's not done properly, it's going to have a significant impact on the biggest investment that these people made in their lives," Fortin said.

The government is expected to finish its review in the coming weeks.

I hate these maps that end at artificial borders. Sort of like when Ottawa is under an extreme heat warning, but Gatineau isn't. Or severe thunderstorm watches that magically end at a municipal boundary.

They are building a plaza with stairs there.
Maybe that fountain on top is a flood hazard

Weird that their next residential building will be on Gatineau side next to the "O" that still has a few units unsold and where their margin is probably way smaller.
I don't even think they have anything residential planned on the Ottawa side in the near future other than that co-living project.

With both the Co-op tower and Federal office building across the street starting construction this year, they might not have enough space for an additional project in Ottawa at the moment?

it now spares all of hull including zibi

there are still effected houses along the river in aylmer, pointe gatineau, and riverains/de ruisseau. The pointe gatineau houses and those south of lac beauchamp are going to represent a lot of property value destruction.

I could thing of a few possible usage for this one. A regional museum of local (Outaouais) history would be welcome. Maybe a Market building. A more pie-in-the-sky idea would be a terminus station for the Trillium Line with transfer to the Aylmer Line.

Les citoyens de l’Outaouais auront une occasion historique, jeudi, en près de 150 ans d’histoire, de partager leur avis sur l’utilisation future à privilégier pour les édifices de la E.B. Eddy dans le Vieux-Hull.

Érigé au milieu du 19e siècle, l’ensemble industriel d’E.B. Eddy est le seul en Amérique du Nord à avoir été construit en pierre et à être encore debout aujourd’hui. Il fait partie du paysage de la région depuis toujours, mais jamais le public n’a pu y avoir accès. Les choses sont peut-être appelées à changer puisque son nouveau propriétaire, Windmill, a énoncé sa volonté de les rénover et de les intégrer au projet résidentiel et commercial Zibi.

C’est d’ailleurs à la demande du promoteur que le Réseau du patrimoine de Gatineau et de l’Outaouais (RPGO) organise, jeudi après-midi, une grande réflexion sur l’avenir de ces bâtiments qui ont été protégés par la Loi sur le patrimoine culturel après le long combat mené par l’historien Michel Prévost dans les années 1990.

Ce dernier sera sur place afin de rappeler ce qui a mené le gouvernement à protéger ces bâtiments, mais seront aussi présents des représentants du ministère de la Culture du Québec, de la Ville de Gatineau, des historiens, des archéologues et des représentants du projet Zibi. Les citoyens interpellés par ce dossier sont aussi invités.

« On voit ça comme le début d’un dialogue et la démonstration d’une volonté du promoteur de consulter le milieu du patrimoine, indique Louis-Antoine Blanchette, directeur général du RPGO. Zibi a une obligation légale envers ces bâtiments puisqu’ils sont protégés, mais on sait aussi qu’il y a un enjeu structurel important. Les bâtiments ont été endommagés à la fin des années 1980. Les entrepreneurs ont utilisé un mauvais mortier dans des travaux de réfection et maintenant, ce n’est plus très solide.

Selon M. Blanchette, le promoteur agit de manière consciencieuse en prenant le temps d’interpeller tous ceux qui ont un intérêt envers ce site historique.

«Personne ne veut revivre le psychodrame du Quartier-du-Musée, dit-il. On ne veut surtout pas être des spectateurs alors que va se jouer l’avenir de ces bâtiments ancrés dans l’identité gatinoise et de tout l’Outaouais.»

Quant à savoir quelle utilisation pourrait être réservée aux vieux bâtiments de la E.B. Eddy, M. Blanchette affirme qu’il est encore trop tôt pour le savoir. «Nous, au RGPO on verrait bien ce lieu accueillir le futur musée régional de l’Outaouais, dit-il. Je sais aussi qu’il y a eu des approches faites par ABC Stratégies pour leur projet de musée fluvial. Il faut toutefois que ce lieu demeure public et mette en valeur notre patrimoine régional. C’est un endroit de choix pour un projet structurant. Il faut préserver, restaurer, mettre en valeur ces bâtiments et leur trouver une nouvelle vocation. C’est bien d’avoir des monuments classés patrimoniaux, mais c’est encore mieux quand on fait quelque chose avec.»

These two brick buildings are almost ready by the way. Not sure what goes in there though.
