It didn't host the BMO sign until later in the building's life. Before, there was just a "401" on the right corner.
The oversized BMO really cheapened the look of the building (and was redundant to the BMO sign on the inner building)

I think it was intended to enclose the plaza and separate users from the busy traffic on Georgia Street -
somewhat like the Canadian Embassy in Washington, DC. But the plaza was never "active" (except for skateboarders)
because of the bank (rather than a restaurant). Likewise the Dunsmuir side never achieved its full potential
(big patio space facing Dunsmuir) because of the lack of more office and retail in the area (and slight seediness to the north).
