From the city of construction's facebook page: "A major project to modernize and beautify Victoria Avenue between Albert Street and Broad Street begins Sunday, May 26. We are improving pedestrian safety, replacing boulevards, replanting trees and paving the road to create a contemporary look distinctive to Regina's downtown.

From now to September, expect delays between Albert Street and Cornwall Street as traffic will be down to one lane each way."

How is this going to work with the Capital Pointe block/corner?

Finally!!!!!!!!!!!!!!! 79 Ornamental Trees! Gorgeous blooming in the spring. From the plans it looks superior to the crap Victoria Avenue Front Alberta to Broad Street is now.

More from the city of construction: Lacon at Arcola and Dixon at Arcola will be blocked off and lights deactivated.

You mean screaming councillors? The amount of people on this forum who think the engineers and planners just deliberately think up ways to personally piss you off is amazing.

It might as well say do you want the city to pay 50-200% more on roadworks and increase your property taxes to pay for it?

The city is playing Wac-a-mole with traffic. The Lacon intersection has grown alot busier with cars coming through the Douglas Park neighbourhood to avoid the slow down on Ring Road with the bridge construction. I have come this way myself many times when the highway is backed up west of Wascana Pkwy. The east end is very cut off as it is without further impediments. There will be pedestrian casualty over the summer as people will NOT walk 100 meters to Park to cross to get to the gas station convenience stores. This will lead to jay walkers and injury or death.

There exists a weird idea that east end traffic can be "fixed". It cannot. You have 80,000 people living between ring road and Balgonie with 2.5 crossings (Victoria, Arcola, kind of Dewdney). Traffic will only get worse every year. With another 25,000 people slated to move to the far east end in the next 10 years the problem will get much worse.

There are really only two realistic solutions, greatly expand transit and don't live in the east end.

80,000 is largely exaggerated.

East end Regina is 50,000. Add White city, Pilot Butte, Balgonie, Edenwold populations and still well below 80k.
The bypass will also be taking a percentage (big or small) of all those out of town commutes out from Vic Ave.

Everyone knows O/T and even shift work can cost more. All that citizens ask is for the City, and Province for that matter, to take in to account the cost to citizens of road delays when designing, scheduling and contracting for road work.

Here are just a few examples:


  • ask for alternate proposals that include shift work;
  • every project does not need to take 7 months. Place a value on faster performance in tendering;
  • penalize late performance;
  • do not close lanes when concrete barriers will do;
  • do not leave lane closures in place when no one is working and the road is clear - for example on long weekends;
  • assess the impact of multiple closures of alternate major arteries at the same time;
  • in the same vein, do not close lanes before alternate routes like the Regina Bypass are open.
  • don't do unnecessary work just because you received a grant from another government or because it was in your long term plan;
  • don't have lane closures in place days in advance of work starting;
  • better signage, including taking down signs that are no longer accurate;
  • don't close 4 of 6 lanes when 2 is enough.
  • don't close lanes when working adjacent to the road;
  • Two words: Zipper Merge.

You missed the easiest fix with the greatest benefit. Assiniboine become a full overpass with connection to McDonald St around Douglas Park.

Convince the residents of Douglas Park that that's a good idea though... The city needs to think about the greater good vs. the complaints of a few.

One could go on and on regarding fixing east end traffic issues.
- 3 lanes Ring Road northbound, all the way from Wascana parkway to Assiniboine
- make a proper clover leaf at Arcola/Ring road (volume exceeds lights and left turns)
- make a proper clover leaf at Wascana parkway/Ring road (volume exceeds lights and left turns)
- make Arcola/Ring road bridge 3 lanes
- pave from Wascana parkway to Arcola back roads behind Sask Polytechnic (that route got messed up with bypass, now cutoff)

Yes they all cost money, but our city always seems to be playing catch up and never forward thinking to make allowances for growth. ie redoing the bridges without extra lanes

There was a report a while back that basically said Arcola had no hope. There is no possible way in the next 20+ years to do sufficient changes to improve traffic flow in a material way.

I'm not saying that to be defeatist and say nothing should be done... more to highlight how incredibly far there would be to go to improve the situation.

I support this but the Nimby's will probably win. The northbound on-ramp to the Ring Road is a no-brainer though.

I said realistic options.

Spending $100 million+ of suburban road bandaids isn't realistic. Nor is punching Assiniboine through.

The population numbers quoted are from 2016. Regina CMA has grown by 15,000 since then with 80% of that being east of ring road.

90% of Arcola traffic in rush hour are single occupancy commuters. Carpooling and transit could reduce traffic by half.

The east end is hopeless. All of the above recommendations might aid the issue for 5-10 years, and then further suburban growth will take us back to square one. The only thing I could see actually helping would be enhanced transit connections from the east to downtown but good luck convincing the all-important suburban citizens to do something that benefits someone except for themselves. Before someone tries to call me out, I lived in the east end for 20 years and just recently moved downtown. Everybody wants to complain, but nobody wants to be part of the solution. As long as people fight urban densification and transit initiatives, Regina is doomed to playing catch-up.

The transit issue is a chicken egg scenario. If it sucks people wont use it. To get it to where more people would use it, the service must be quicker and more convenient. To do this it would cost money and be a lost leader for years. Try getting from the east end to Southland Mall. An hour and 10mins is unacceptable in a city as small as Regina. There needs to be more buses more frequently and more routes and later at night, but that wont happen as long as the city tries to run it near break even cost wise. Arcola someday will be well suited for a light rail up the middle of the boulevard portion in the far east, but good luck at bottleneck bridge (Ring road)...In the mean time more express buses from node to node would help alot. An airport bus is a must in any city it is quite odd that we do not.

I believe the city has stated in the past they can not put a north ramp on Assiniboine to Ring Road because there is not enough before the Arcola ramp to Victoria. It's too tight.

They really should have added a lane to the Arcola bridge when they rebuilt it a few years ago but I assume the cost and disruption were deemed to be too much.

That is the biggest bottleneck on Arcola and probably the biggest in the east once the new Bypass relieves pressure on Vic.
