Obviously cost is a huge factor with long distance transmission lines. Toronto's Hydro Electric System overhead system is historical. Expansions to the grid and transformers have been buried for decades.
The sick irony is buried systems installed throughout suburban Toronto have to be now be replaced with funds that could have been used to buried the century old overhead infrastructure in the old parts of Toronto. The failing buried technology was designed to be buried directly in the ground instead of installed in underground conduits so replacing it is a huge task.
We could divert more funds to burying the wires downtown but, I find there's greater priorities. The fact is Toronto has a long honey do list and the projects that are being stricken off are still not keeping pace with the rapid growth. The high cost of doing business is not helping things either. For example,
How many people have been added to the city and to the region during the ten year construction timeline of the Crosstown Line? We're building more higher order transit than in an entire generation and a good case can be made that we aren't closing the gap between where we are now and where transit should be for our respective population.
