I don't think it can all be resource related...look at Saskatoon with the River Landing Development of condo, hotel and 2 office towers; Escala condo's, Broadway Bridge Condo's, Condo's at University Bridge, River Quarrie Office development in the downtown.
Now given, Saskatoon has been trailing behind Regina for a number of years, but there is a lot of activity happening now even though the resource sector is stumbling along.
I think Regina is simply built out from all of the major activity in the past years and the city just needs to catch up to the inventory. I hope that will not mean decades, but merely a few years.
I understand your concern, as Saskatoon was pretty much stagnant the last 20 years, except for all the building boom in suburbia.
